MOBILE EVACUATION NET – DRILL – ON EROC 9:
Stations practiced “Needs”, and “Reports”.
Additionally, we had 1 relay of a “Need” (EVACUATION OF
80 YEARL OLD MALE WHEEL CHAIR) (F1 acted as relay of
“ need” between MW3 AND B1).

AFTER ACTION:
Stations did
a great job taking on the rolls of “Need”,
“Report” and “Temp Control”.
Stations
used good discipline in only stating their tactical before
being told to “go” by a “Temp Control”.
This is
giving us good practice for stations actively using their
radios and preparing for a potential evacuation due to
wildfire.
MOBILE UNITS
MUST USE PROPER ANTENNA (MURS / HAM). THUS, DO NOT USE A CB
ANTENNA.
O/S antennas
at Home are again highly
recommended.
CAR TO CAR
COMMUNICATIONS: Also,
during an evacuation, Stations might use Channel
40 or CHANNEL 80 for disciplined communications between family vehicles
while traveling in close proximity to each other. NO CHIT
CHAT.

2024 05
08 MOBILE EVACUATION NET SCHEDULED FOR Thursday
night (assuming no Actual activation) THE
NET AGENDA IS (ON EROC 9):
1. Check ins; followed by
2. Drill Mobile Evacuation Net.
During a large area evacuation no station will be
able to be sitting at home directing the Net as
people will be getting family into vehicles and
evacuating.
For this Drill, F1 will start off the Drill Mobile
Evacuation net, and then we need stations to step
up. We haven't practiced this for a while, so
it may not be perfect, but now is the time to
practice. No excuses for not participating.
We will have to rely on very tight radio procedures
(i.e., the same type of procedures we use in our
regular weekly practices). Thus, do not simply key
the mike and start talking because if the procedures
are not followed, then people will not hear reports
due to doubling, and you will not know whether your
"report" or "need" was even
heard by anyone, and you will screw up the emergency
communications. There will be problems due to
propagation and "things that go wrong".
That is life. We don't explain why. Just fix
it and keep moving. Wasted talk may be preventing an
emergency call.
Simply put, each neighborhood would follow these
procedures on their CH1 (Village on Ch9), while in
their neighborhood.
Then upon exiting their neighborhood, each station
having left its neighborhood, would then use the
same procedure on CH 10 or Ch 13 for listening
(Ch 55 or CH 58 for transmit depending on which
Channel the mobile net is being held).
Thus, once out of your neighborhoods we may have
stations reporting on CH 55 (listening on Ch 10)
from Viola (or beyond) to Redding (or beyond) and
North and South of that line of travel.
Stations will essentially have either a report to
make or a request for information, or
possibly need a 911 relay, etc... ..
The station desiring to make a report, for example,
will simply key the mike and give their tactical
-e.g., "Foxtrot 1, report"
Then ANY STATION jumps in and acts as
"TEMP CONTROL" ... (the Temp Control
is the station that is acting as CONTROL for that
brief communications cycle - i.e., handling that
REPORT, or that REQUEST FOR INFORMATION).
When that communications cycle is done that specific
Temp Control says "Temp Control out"
(unless he / she is available to handle another
Comms Cycle).
Then, any next COMMS CYCLE would be handled by any
station who is at a safe location and is able to act
as "Temp Control" at that time.
Stations should be recording reports and requests,
etc... The Radio operator should not be
the person who is driving the vehicle!
PLEASE REFER TO PAGE ONE OF THE ATTACHED SAMPLE
MOBILE EVACUATION NET DRILLS. PRINT OUT THIS PAGE SO
YOU CAN USE IT DURING THE DRILL.
WE WILL USE EITHER EXAMPLE 1, 2 , 3, OR 4
(on page 1) and these can be repeated numerous times
during our practice so that everyone has a chance to
actively participate. Ignore the "tacticals"
shown in the examples. ANY STATION CAN WORK THE
EXAMPLES.

2024 04 19 - VL F1
Alert FM device shows "no service" (radio portion of
unit works fine) (1841 hours). Unknown
if any other units show such. 1853 hours, the "no
service" message was gone. I looked on line and it
was recommended if "no service" appears move unit to
another location in home. Recommendation: County
should test units at least 1 time per month. Moved unit to new
locatoin and message "no service" came back on.
Thereafter "no service".

2024 04 17 It is
again urged that stations get outside antennas for their homes.
Also, if there is an emergency
involving immediate safety of life, ANY STATION IS TO HANDLE
EVEN IF IT IS ON THE HAM REPEATER and you are not a Ham !
Stations must Monitor EROC 9 and their Area Ch 1. (Exception -
Village monitors EROC 9 NOT ch 1).
Also, Stations are asked to monitor Ch 10 (which is listening to
the Repeater). Stations with TX capability on the repeater use
Ch 55 to transmit in emergencies.
It is strongly recommended that Stations
with TX ability on Ch 55 carry an extra hand held with them in
their vehicles! I will program it for you.

2024 04 17 -
agenda announcement. Thursday 4/18/2024, we will
conduct a Situation Report Net.
PLUS, during the net, we
will have a DRILL 911 RELAY exercise.
The person making the drill 911 call request will be set up
before the net. HOWEVER, we need any station to act as the drill
911 relay station. If more than one station volunteers, Control
will pick the station.
The concept is that as the net is operating (this could include
a Fire Net, etc...), a [drill] 911 relay request is made.
The net is temporarily paused and the [drill] 911 call is handed
off to a volunteer who makes the [drill] 911 call (don't
actually call during the drill). While the [drill] 911
relay station is making the [drill] 911 call, the net continues
its normal operations.
Then, later during the net, the drill 911 relay station advises
control that the call has been done (don't actually call 911 for
the exercise) ... then the normal net operations continue.
Thereafter, Cal Fire 20 will advise control when dispatch for
the 911 [no actual dispatch TX because this was a drill] call
has been transmitted over the Cal Fire frequency by Cal Fire.
Then, again, normal net operations continue. Thus, we are
concurrently handling multiple traffic matters (e.g., situation
reports, QWA procedure, and [drill] emergency traffic).
Please note that Control Stations, example, Fire Control,
Triangulation, Mapping, Cal fire 20, Internet Winds, ...Camera,
backup, Lookout stations, etc..., should NOT be the 911 relay
station because that would stop the Net Operation which could be
handling a wildfire. So it is imperative that stations not
performing Net operations step up and volunteer.

VL F1 observed Alert FM device message "No
Service". Phone contact made with S1 i1 and s6 all of
their units did not have such message. Later as of 1214
hours, the "No Service Message" on F1 Alert FM device
went away. Reason for this is unknown.

area outage 4000 customers). Power off at 2300
hours; power restored 2024 04 13 0514

USE OF HAM REPEATER -
FIRE SEASON 4/10/2024
Ch 55 (is the ham repeater) and certain radios have CH 55
which gives those radios the ability to transmit on the
repeater.
Ch 10 is the same frequency as Ch 55 but that Channel can listen
only.
You may hear emergency traffic on Ch 10 (this is the Channel you
can scan along with EROC 9).
IF you don't have CH 55, then listen and call 911 if necessary.
IF YOU HAVE CH 55 and hear emergency
traffic on Ch 10), then please go to CH 55 and respond on
frequency and handle the emergency traffic (e.g., call 911) even
if you are not a licensed ham.
IF YOU HAVE CH 55 and are outside of your area (e.g.,
Village, Midway, Long hollow, Starlite, etc...) and have an emergency
(e.g., serious auto accident / immediate safety of life .... )
call 911 by phone if you can. If you can't use the phone, then
USE CH 55 AND ANY STATION IS TO RESPOND AND PROVIDE RADIO
ASSISTANCE EVEN IF YOU ARE NOT A HAM.
IF YOU HAVE CH 55 and are outside of your area (e.g.,
away from Village, Midway, Long hollow, etc...) AND SEE
A SMOKE COLUMN (not
a controlled burn) (NEAR SHINGLETOWN), CALL 911. ALSO, GET
ON CH 55 AND CALMLY ADVISE WHAT YOU SEE AND ITS APPROXIMATE
LOCATION EVEN IF YOU ARE NOT A HAM. STATIONS HEARING THE
INFORMATION SHOULD ACKNOWLEDGE THE REPORT AND ACTIVATE
EROC 9 (OR OTHER PROCEDURE) SO THAT APPROPRIATE ACTION CAN BE
TAKEN BY THOSE ON FREQUENCY.
PLEASE DO NOT SHARE YOUR RADIOS WITH ANYONE ELSE. IF SOMEONE
DOESN'T HAVE WHAT'S IN YOUR RADIO THEY ARE NOT TO GET IT!
EVEN TODAY, WHILE WE WERE OBTAINING RADIO REPORTS ABOUT THE
PLANNED PG&E OUTAGE ON EROC 9, A PERSON IN THE VILLAGE WAS
ATTEMPTING TO JAM OUR COMMUNICATIONS.
K6PDS IS THE CONTROL OPERATOR OF THE REPEATER. THE ABOVE NON
HAM USE OF THE HAM REPEATER IS FOR EMERGENCIES (IMMEDIATE SAFETY
OF LIFE....). If operators make a mistake, K6PDS will deal
with such matters on the telephone on a personal basis to
explain any misunderstandings with a view towards positive
resolution. We have a great team and want to keep the positive
juices flowing. Everyone makes mistakes. We just fix it and move
forward.
There may be Hams who disagree with the above. If they don't
like our system, then they can set up their own system. It
is merely asked that they don't interfere with our emergency
communication plan. There is to be no argument about SER
Procedures. Thus, either follow it, or set up your own
system. FCC regulations have already been reviewed
by legal counsel. We
are entering fire season and just recently an elderly lady died
in a Shingletown house fire (while there was significant snow in
the area). Our goal is to deal with emergency
communications to save life. Shingletown has a history of Power
outages, cell phone outages, land line outages, and internet
outages. At times, all of these have taken place at the exact
same time.
It is recommended that operators have several radios.
One radio at home attached to an outside antenna. Plus a
second radio with them when traveling (Recommend mag mount type
antenna for vehicles) to Redding, Reeds, Viola, Manton,
etc...
Having more people get their Ham Radio License would be great
if possible. This would facilitate the SER emergency system.
Radio practice is critical so please actively participate
during our weekly nets and respond to radio communications.
Listening is fine, but if operators don't provide information
there is nothing to listen to. We are focused on those radio
operators who are providing vital emergency information,
following the SER Plan, and participating. That way, those
who just want to listen have substance to listen to.

PG&E outage for repair work on April 12 2024 (Friday) (2300
hours) to April 13, 2024 (Saturday) 0500 hours.
TX on EROC 9- Areas receiving notices and responding on EROC
9: VL MW
AND SL. (Stations responding F1 F7
I1 L9 MW3 (MW3 also advised his brother in Starlite Pines received
notice) and T10). Recommendations: preparations should be made, fuel, battery
backup for communications, etc... (TX on EROC 9 and Summary
on 760 (10) (55). The extent of the outage
beyond the above areas is not known at this time.
Note: while above reports being taken, a person was jamming the
frequency.

Service (Verizon) - issues QWI - F1 ad F7 noticing
intermittent problems (e.g., call and no ring at other end - going
directly to voice mail and/or call merely disconnects. TX at
1937 hours on EROC 9 for information. TX Acknowledged by S6
MW3.
SL KJ also advised of cell phone issues e.g., dropped
calls.

have dial tone.

0957 hours Frontier Technical Support (Charles,
Frontier) advised VL F1 that services for the
Area Outage (no dial tone Frontier Land Line) are estimated to be
restored by 10:00 PM tonight (4/8/2024). However,
immediately after the phone conversation, I (VL F1) received
a text from Frontier advising that the outage is expect to be
"fixed by 04/09/2024 10:00 P.M" (which is tomorrow
night). Which is the actual case is unknown at this time.
Note: When you call into Frontier (before reaching a human),
the automated system of Frontier still advises that there is
"no service outage".
Recommendation:
All SER participants are requested to maintain high level of
monitoring for any emergency traffic / and relay to 911 using cell
phone (or other means you have). If there is emergency
traffic on the repeater (760; Ch 10 Ch 55) SER plan
participants are requested to please respond and handle it even
if you are not a ham. Just follow SER Procedures.

LAND LINE FAILURE - VILLAGE - observed at 1655 hours.
Frontier fraudulently advises all persons reporting outage that
there is no Area Outage.

(KJ) - reported Frontier land lines -operational in their Areas.
Frontier Land Line Outage
appears to be limited to the Village area (Area with approx 400
Homes). Note: Frontier
Internet is working in Village.
F1 contacted
Frontier regarding Village Frontier Land Line failure. Also,
S6 advised she is on Chat with Frontier.
F1 results on
contact with Frontier: Frontier ignoring Area Outage (no dial tone). I advised
no one can dial 911 on Frontier Land Lines, and this week a
Shingletown home burned down and an
elderly lady died in the fire. Advised Frontier that lack of
dial tone is a critical safety matter. Frontier continued to deny
the existence
of Area outage.
Frontier advised that
"if there is an Area outage his system would detect it".
I told him that your Frontier System is broken because their is
IN FACT AN AREA outage and Frontier has received multiple reports
from different people. Frontier is simply ignoring it. He (Frontier) hung up.
This is nothing short of Fraudulent denial of an Area Outage on
the part of Frontier.
TX on EROC 9 - Stations advised to
be on higher level of alert for any needed 911 relays (i.e.,
persons who have cell phones relay the call). However, a
concern is
that not all stations with Frontier Land Line have radios - so
they will not be able to report a need to call 911 for emergency
medical or to report fires.
F1 called FCC
emergency line 202 418 ... FCC advised they will
contact Shasta County Sheriff. FCC advised that the Sheriff can
contact Frontier and expedite the matter. Also, F1 contacted
Shasta County Sheriff and was advised that I would receive a call
back. Waiting for call back from
Sheriff.
S3 advised he is on Chat with Frontier. F1
- as of 1849 hours no call (cell phone) from Sheriff. F1
- E-mail sent to KRCRTV news. F1
- as of 2232
hours no call (cell phone) from Sheriff
and Frontier Land Lines still no dial tone. It appears
Frontier is merely denying the existence of an Area Outage so that
they don't have to fix it over the weekend. LESSON:
IN THE EVENT OF AN EMERGENCY WE MAY BE ON OUR OWN! WE NEED
TO ALL BE PREPARED AND BE ABLE TO WORK AS A TEAM.
Our radio communications system is vital and all need to actively
participate.

OF ALERT FM. Per the news, the Alert FM
system is scheduled for testing at 0950 hours.
Our previous inquiry indicated that very few stations in the
Village have the device. Most residents do not appear to have
the device.
Action Point: In the event of an
emergency alert through Alert FM, those who have such devices
should relay the information out on EROC 9 so everyone is aware of
the situation. Merely state exactly what was
provided through the Alert FM system without any opinions or
speculation.
Note: results of Alert FM testing in Village. 2
stations didn't receive any alert signal. 1 station received
the alert FM signal.

We
are doing a great job! On
2/22/2024, we had 23 reports from 4 different neighborhoods
(spanning an approximate linear distance of
9 miles) which were all mapped, summarized and
concluded with Control making the recommendation of “no
action” based on the reports. Recently we had a station
report all the way from Redding (mobile) approximately 24
miles east of the Village. Our SER Nets have emergency
infrastructure set up and running during the entire net
(i.e., Control, Backup, Mapping, 160 TC, Cal Fire 20, 55
silent, and 58 silent). 160 TC is a tactical for emergency
last resort capability to reach Cal Fire when all phone
systems are totally down (e.g., no land line, no cell,
etc…). Only select stations have this. Mapping is
recording and summarizing all reports. Cal Fire 20 is
monitoring Cal Fire Dispatch. The Silent tacticals are
monitoring the Ham frequency portion of the SER Plan. All of
this was set up, and placed in full operation while
receiving and processing substantive neighborhood reports,
and then all deactivated within 12 minutes. Great Job
Emergency Communications TEAM.
Reminder: Please
don’t provide your report until CONTROL advises you to
“go”. During this net, 3 reports had to be repeated because a
report was given out of turn (station had not been told to
“go” by Control, Backup or a Relay Station).
The two reports in process were blocked and the 3rd
report wasn’t heard. All three had to be repeated because
control stations (Control and Mapping) couldn’t copy any
of them. This took about 2 minutes and during an emergency
(e.g., raging wildfire), this would not be good.
Remember, you may not hear conversation because of
your location. If you just start giving your report you are
blocking other communications and you aren’t even being
heard. That is why we use Control, Backup and provide for
Relays and advise stations to “go”. An exception would
be emergency traffic. In that case a station with emergency
traffic would wait for a break in communications, and say
“emergency traffic” and then all stations are to
standby. Control stations would then advise the “emergency
traffic” to “Go” and the traffic would be worked under
our specific emergency traffic procedures.
Thus, in summary:

to “GO” (e.g., : “Foxtrot
1, go”).
The reason is that if you merely start talking

and met with property owner - structure is an old abandoned mobile
home fully involved (double wide). .. difficult access could
get engines stuck .. walked to scene ... . incoming units stage at
Buffalo and Dersch. ... Double wide on ground .. E 2474
remains at scene and assuming Buffalo IC; all others cancelled.-
Releasing all at staging ... will let it burn out.
