2024 08 07  1753 hours smoke column north of Inskip (Finger) - bearing 17.49 degrees; also Wilson Hill Camera ( bearing 201 degrees): 1812 hours substantial smoke / black / column; ...  1912 hours substantial reduction;  1943 hours smoke much smaller in size.  2005 hours very small amount of smoke visible.  Flight Radar showed flight activity earlier.   Wind out of  SSW  9 mph.

All stations should periodically perform QWA procedure (go outside, do a 360 degree turn observing ground level, tree level and sky level and do you see or detect any "suspect" smoke, fire or embers. If nothing detected your SER report is your location and QWA. If you do see fire, etc... plain english with your location and the location of the fire (or bearing from your location).  Call 911 if appropriate and TX on EROC 9 AND CH 55 as appropriate.  Also, periodically check internet resources (and any other resources you have)

"Had a few calls about the Park Fire. I wanted to pass along our website as a good source of up to date information that is verified before posting. There are a lot of opinions floating around right now on the internet so this might assist you in getting a better personal understanding.

Main Web Page: Northern California Geographic Area Coordination Center (nifc.gov)        (Here if you wait for map to load satellite heat signatures you can see where fires are placed actually on the ground. P.S. in the left tool bar you can measure distances to and from places)

Intel incident updates: Predictive Services, News and Notes (nifc.gov)      (Here you can find verified information on the incident updated throughout the day. It is general in nature but a good source)

Weather: https://gacc.nifc.gov/oncc/predictive/weather/brief_files/brief.mp4    ( Here you can find a daily detailed fire weather synopsis from our staff meteorologists)

Hope this message finds everyone well,

Take care, Doug…."

2024  07 18 Shingletown – 2 Fires

Inwood Incident: Cal fire tone out approx 1319 hours. Ponderosa Way / Inwood. 2 x 2 spot  fire … E 241 at scene … Air Attack 240 …   per camera MAP portion (there was no smoke visible in cameras) 40.53299  -121.932984 (this may not be actual location of incident) … approx 2.33 miles NW of Village. … concluded.

Gold Incident: Cal Fire tone out 1332 hours      Highway 44 / Starlite Pines.  Small vehicle fire with spread to vegetation….   Flight radar – center of aircraft circling appeared to be in area of  Pine Forest and highway 44 (JEO Starlite Pines) …1357  hours  10  X 10  spot out by locals.

Thank you to Bravo 1 for toning out on EROC 9.

B1           PROVIDED INITIAL TONE OUT ON EROC 9 – THANK YOU.

F1            CONTROL  (TX ON EROC 9 [PRIMARY];  AND EROC 55).

F7            FLIGHT RADAR ;  CAL FIRE 20.

S3            REPORTED – CAMERAS, NO SMOKE VISIBLE.

S6            CAMERAS, PROVIDED UPDATED REPORTS.

G7           REPORTED CAL FIRE VEHICLE TRAFFIC ON 44 EAST BOUND.

MW1       RESPONDED ON FREQUENCY.

SL – KJ   PROVIDED GROUND REPORTS FROM STARLITE AREA.

F14          RESPONDED ON FREQUENCY.

 GREAT JOB!

 After Action:

In above matters Cal fire responded, including Air Attack. Initially Cal fire advised on air of locations which appeared not correct. E.g.,  “highway 44 and Inwood (which was reported nothing found)” – it was actually Highway 44 / Starlite area (both referred to as “Gold” incident.  Early on there was a reference to “21158 Sqaw grass” report changed  21558 Sqaw grass”.

Also, the only internet resource which was helpful was flight radar when aircraft were over the incident. As to Cameras, – there was no visual (but the map portion was helpful); and none of the following internet resources showed anything during incident: Watchduty; New Incident Map; Camera photo views.  However, again,  the mapping portion of the Cameras did indicate the area of the fires (eventually).

Cal fire radio traffic was very helplful but be careful of  errors. Look at maps to figure out that what you hear makes sense. People calling in may not be providing accurate information under stress.

It is critical that all of our reporting be brief and to the point.  Example of reporting:  “[tactical] my location is ____  nothing showing, out”;  “Flight Radar - 3 aircraft over incident, out”.  Explanations of why you weren’t on earlier or how you arrived at your location are NOT relevant and distract from other radio traffic and mapping / triangulation work. When a control station is monitoring the Internet and 3 radios, and two fires are active it gets a little inolved.

THANK YOU.  YOU WERE HELPING TO REPORT INFORMATION WHILE THE FIRES WERE ACTIVE! THAT IS IMPORTANT INFORMATION.

2024 07 18
Net is cancelled for tonight (convention).   All stations, please continue 24/7 monitoring.

Please be sure that you know your zone (write it down and have it near your radio, a location in your home, in your wallet, and in your phone, etc...).

*** ESSENTIAL RADIO ALERTING AND RESPONSE TEAM STATIONS  (current monthly list). To achieve this designation, a VOLUNTEER station must have  up to date radios and be   CURRENTLY AND CONSISTENTLY  RESPONDING TO ALERTS  AND  ACTIVATIONS ;  ISSUING ALERTS AND ACTIVATIONS;   AND PROVIDING REPORTS  DURING RADIO OPERATIONS.

We need more stations to achieve this designation so that in the case of emergency, we have enough volunteer skilled radio operators to conduct necessary emergency radio operations (e.g., FIRE NETS for forest fires, smoke checks, 911 relays, etc…).

Those Areas / Neighborhoods providing such radio operators are the focus of the SERCAP system.

RESOLUTION:  SERVICE RESTORED TO VL AT 1019 HOURS (2024 07 11)

PER REPORTS:  VL:    F1   S3   I1

NOTE: Frontier does NOT receive notifications of outages except by people calling in (so only those with another type of service can contact Frontier).  The Company that actually services our Area is NOT Frontier. The company (under contract with Frontier) that actually services our area refused to provide a contact number and advised (per repair person) to call Frontier. In this regard, Frontier will not acknowledge an Area Outage unless they receive at least 6 or more calls (per prior contact with Frontier).

1024  07 10 ALERT FM – INFORMATION

Attempted to program 2 units which did not receive recent ALERT FM test.

Problem #1:  When entered latitude / longitude information into the units, each one appeared to retain the information.

HOWEVER, when each unit was disconnected from AC (house power) and the Battery removed (simulating power outage and dead battery) the latitude / longitude information (necessary for alerting) DISAPPEARED FROM EACH UNITS MEMORY upon reconnecting to AC and putting in battery.

Another unit tested did not appear to have the above problem.

ALERT FM advised that such appeared to be an anomaly and is sending out replacement units to the specific people involved.

Problem #2:  It was reported that a family subject to Evacuations during the recent DERSCH Fire did NOT receive any ALERT FM notification. Reason is not known.

ACTION:  IF ANY RADIO OPERATOR RECEIVES AN ALERT FM NOTIFICATION, PLEASE TRANSMIT IT OUT ON EROC 9 AND EROC 55 EXACTLY AS RECEIVED.  THIS WAY WE INCREASE THE PROBABILITY OF PEOPLE RECEIVING ALERTS (AT LEAST FOR PEOPLE WHO HAVE THEIR RADIOS ON AND MONITORING).

2024 07 09 Scheduled trip to Latour for maintenance / repairs cancelled. No Cal Fire representatives available due to fires. We will reschedule for another date.

2024 06  27 - Net cancelled due to Presidential debate.  Al  Stations please continue 24/7 scan.
2024 06  20  Check ins followed by QSY to Repeater for ability of stations to hear, then QSY back to EROC 9 for reports.  Net time 9 minutes. This was a Drill emergency frequency change with propagation reports for repeater use during a wildfire - e.g., evacuation reporting.

Check ins 13  (EROC 9).   (check ins and reports combined  TOTAL 25).

Check ins on EROC 9  VL:  F1  F7  S1  I1  L9  F2  F8  B1  B7  E4 (NO PROP RPT);  SL KJ;  MW3   LH1. ALL Q5 ON REPEATER EXCEPT:  L9  F2F8  MW1 (phone).

ALSO SL JF (HAM) - reported on phone Q5 for repeater; but EROC 9 no readable. He is raising his outside antenna to try to reach EROC 9.

We had 13 check ins  (EROC 9) and 12 stations that reported results of ability to hear the repeater (Ch 10).  This was to determine each stations ability to hear the repeater for an emergency. For example a mass evacuation due to wild fire for reporting road conditions (e.g., roads blocked b fire, roads that are moving ...)..

We had 3 stations that couldn't hear the repeater from their home QTH.
Of those three stations,   one  (VL L9) had a hand held and followup after the net resulted in the recommendation that an outside antenna is needed due to the location and trees.

Of the other two, they both had outside antennas. Follow up later resulted in them having the ability to hear the repeater. Why such a situation existed one moment and not the next is not known.   One station (VL F2 F8) is going to raise his antenna another 3 feet higher above the roof line as there is a roof vent very close to the ground plane of the antenna.  As to the other station (MW 1) , it needs to be determined the type of outside antenna being used.
Tonight was a chance to practice changing frequencies and confirming the ability to hear the repeater.  During a wild fire is not the time to start learning.  Tonight exercise was very simple and easy and only 9 minutes.
Thank you to the 13 stations that helped out tonight.
If this is going to work we need more operators who actually participate and use their radios.

Remember the Maui Fires?  There was a whole bunch of ham equipment and radios sitting idle during the fire and evacuation while people died. But no body used the radios.
We need more stations to actively participate and use their radios.
The net tonight was 9 minutes. On the other hand, about 3 hours was spent today programming some radios, delivering them, prepping for the net, running the net and then following up after the net with stations to try to find out why some stations had problems.

We have a resource and opportunity that other areas simply don't have. What we decide to make of it is up to all of us.

What will be our excuse when a fire hits?
The more people that participate means there is more potential life saving information available during a fire.

A few people can't do this by themselves.
2024 06 14 - VL F1 removed high branches near area of  antenna.  Did radio testing during day and at about 1920 hours with SL  KJ - both times Q5 readability both ways with sold copy.  Need to test on subsequent days  to see if this helped and is not just a random event.

2024 06 15  2030 hours - Q5 both ways between  SL KJ and VL F1.

1 station (Village B1 by text) test successful.

2 stations (Village I1  F14) reported test failed - they didn't receive alert.

1 station (Midway MW3)  reported unit not yet set up.

AS A REMINDER IF YOU HEAR AN ALERT, PLEASE WRITE IT DOWN AND THEN TRANSMIT IT OVER EROC 9, EROC 55 AND EROC 58.  MANY PEOPLE APPEAR TO NOT HAVE THE ALERT FM SYSTEM, AND THERE APPEARS TO STILL BE A PROGRAMMING ISSUE WITH SOME UNITS.

Thank you.

AFTER ACTION:

We did check ins ON EROC 9 and then followed with Drill Fire Net Activation with stations volunteering for Tacticals  (see  http://www.shastadefense.com/Tacticals.pdf  ).

Tactials Activated:  FIRE CONTROL;  FLIGHT RADAR; AIR OPS 30;  GROUND WILSON; ROVER; INTENET WINDS; TAC 11 28;  CAL FIRE 20  SHERIFF 21  INKS CAMERA; WATCH DUTY;  TRIANGULATION.

As stations volunteered, a brief explanation was provided for each tactical.

During next drill, we plan to  have each tactical perform a drill report.

2024 06 06  FIRE NET DRILL- TACTICALS.

Tonight we will do a Drill Fire Net Activation with stations volunteering to perform tactical functions (e.g., Flight Radar - monitoring Flight Radar on internet resource page, etc...).

We will first do a check in (assuming no actual incident activation).

Next we will do a drill Fire Net Activation and Assignment of Tacticals. That's all.
Tonight Please volunteer to be a "tactical". You will not be doing anything other than stepping up.

The purpose tonight is to refresh people on how the Fire Net works.

Next time, you will actually go to the resource page, etc..

THE OVERVIEW OF THE FIRE NET TACTICALS AS UPDATED IS HERE Fire Net Tacticals - overview
WE WILL USE THIS AS A BASIS FOR THE DRILL TONIGHT.

For purposes of the Drill only, I will provide explanations as we proceed.  During an actual activation, those "explanations" will not be provided.

Thank you.

2024  06  02  Emergency Radio Communications Mapping:

Todays Mapping - Eastbound on Hwy 44.

Today, we continued with radio communications mapping from Shasta Forest Village & Hwy 44 while heading EASTBOUND on Hwy 44 to  mile marker 46.6 at  the 32N17 Road to North Battle Creek Reservoir.

We used the repeater (Ch 10 listening; Ch 55 TX).
Focus was on the Hand Held radio with 14.5 inch antenna since many people have that.  It is deemed beneficial to test these matters before an evacuation.
The results were favorable.  Of the approx 29 test locations, all were satisfactory except 2 locations. That is about an 93 Percent favorable rating. There was scratch on som, but the communications were readable. The results will be added to Format Romeo 6.
PLEASE NOTE:  A 50 WATT WITH MAG MOUNT WOULD BE PREFERABLE, ESPECIALLY IF THE REPEATER GOES DOWN AND YOU HAVE TO RELY ON SIMPLEX  - CH 13   /  CH 58.
However, testing today again illustrated that the small UV5R with the 14.5 inch antenna did a good job for both transmit and receive.
TX on repeater is limited to selected participating stations who assist in providing reporting information.
All persons may benefit from listening.
More testing is planned for other potential evacuation routes.
RECOMMENDATION: WE SHOULD ALL BE CARRYING A RADIO WITH US IN OUR VEHICLES. MONITOR  SCAN PLAN 24/7.

Thank you to VL  F7.

PEOPLE WHO HAVEN'T HAD THEIR RADIOS UPDATED SHOULD AT LEAST HAVE CH 10  (IE., THE 146.760 REPEATER)  PROGRAMMED WITH NO TONES, NO OFFSET, AND NO TX SO THEY CAN AT LEAST LISTEN IF THE CHANNEL IS USED. Those who don't follow the SER Plan should develop a plan for their areas.

Active community participation is necessary for the radio plan to work.

This is another valuable tool for consideration.

2024 05 21  Radio Communications - Evacuation Planning.

Over the last couple of days you may have noticed testing on CH 10 (rx)  / Ch 55 (TX) (146.760 repeater).

This will be in a SER  report format in future, but for now this is the summary REPORT.

You should know this in the event an evacuation becomes necessary.
1.  From Hwy 44 and Ponderosa. Traveling North on Ponderosa to Whitmore Rd.
Vehicle Odometer miles (approx)  13.9 miles.

50 Watt radio with Mag mount worked well.
HT (UV5R) with 14.5 inch antenna also worked well.
Areas along this route had no cell phone reception.
2.  100 Rd at Ponderosa - heading East Bound on 100 Rd., and looping back onto
     Withrow Rd. at Ponderosa:
50 Watt with Mag mount worked well.
HT with 14.5 inch antenna also worked well.
(There were some "rough" spots along this route, both road wise and
      radio propagation).

PLEASE NOTE:  A 50 WATT WITH MAG MOUNT WOULD BE PREFERABLE, ESPECIALLY IF THE REPEATER GOES DOWN AND YOU HAVE TO RELY ON SIMPLEX  - CH 13   /  CH 58. However, on both of these tests the small UV5R with the 14.5 inch antenna did a good job for both transmit and receive.  TX on repeater is limited to selected participating stations who assist in providing reporting information. All persons may benefit from listening.
More testing is being done for other potential evacuation routes. The above testing along with summarizing of results took about 5 Plus HOURS.

WE SHOULD ALL BE CARRYING A RADIO WITH US IN OUR VEHICLES.

2024 05 08 MOBILE EVACUATION NET SCHEDULED FOR Thursday night (assuming no Actual activation) THE NET AGENDA IS (ON EROC 9):
1.  Check ins; followed by
2.  Drill Mobile Evacuation Net.
During a large area evacuation no station will be able to be sitting at home directing the Net as people will be getting family into vehicles and evacuating.
For this Drill, F1 will start off the Drill Mobile Evacuation net, and then we need stations to step up.  We haven't practiced this for a while, so it may not be perfect, but now is the time to practice. No excuses for not participating.
We will have to rely on very tight radio procedures (i.e., the same type of procedures we use in our regular weekly practices). Thus, do not simply key the mike and start talking because if the procedures are not followed, then people will not hear reports due to doubling, and you will not know whether your "report" or "need" was even heard by anyone, and you will screw up the emergency communications.  There will be problems due to propagation and "things that go wrong". That is life.  We don't explain why. Just fix it and keep moving. Wasted talk may be preventing an emergency call.
Simply put, each neighborhood would follow these procedures on their CH1 (Village on Ch9), while in their neighborhood.
Then upon exiting their neighborhood, each station having left its neighborhood, would then use the same procedure on CH 10  or Ch 13 for listening  (Ch 55 or CH 58 for transmit depending on which Channel the mobile net is being held).
Thus, once out of your neighborhoods we may have stations reporting on CH 55 (listening on Ch 10)  from Viola (or beyond) to Redding (or beyond) and North and South of that line of travel.
Stations will essentially have either a report to make or a request for information, or possibly need a 911 relay, etc... ..
The station desiring to make a report, for example, will simply key the mike and give their tactical -e.g.,   "Foxtrot 1, report"
Then ANY STATION  jumps in and acts as "TEMP CONTROL" ... (the Temp Control is the station that is acting as CONTROL for that brief communications cycle - i.e., handling that REPORT, or that REQUEST FOR INFORMATION).
When that communications cycle is done that specific Temp Control says  "Temp Control out" (unless he / she is available to handle another Comms Cycle).
Then, any next COMMS CYCLE would be handled by any station who is at a safe location and is able to act as "Temp Control" at that time.
Stations should be recording reports and requests, etc...   The Radio operator should not be the person who is driving the vehicle!
PLEASE REFER TO PAGE ONE OF THE ATTACHED SAMPLE MOBILE EVACUATION NET DRILLS. PRINT OUT THIS PAGE SO YOU CAN USE IT DURING THE DRILL.

WE WILL USE EITHER  EXAMPLE 1, 2 , 3, OR 4 (on page 1) and these can be repeated numerous times during our practice so that everyone has a chance to actively participate.  Ignore the "tacticals" shown in the examples. ANY STATION CAN WORK THE EXAMPLES.
Any questions, call me  530-474-3267

Also, if there is an emergency involving immediate safety of life, ANY STATION IS TO HANDLE EVEN IF IT IS ON THE HAM REPEATER and you are not a Ham !
Stations must Monitor EROC 9 and their Area Ch 1. (Exception - Village monitors EROC 9 NOT ch 1).
Also, Stations are asked to monitor Ch 10 (which is listening to the Repeater). Stations with TX capability on the repeater use Ch 55 to transmit in emergencies.

It is strongly recommended that Stations with TX ability on Ch 55 carry an extra hand held with them in their vehicles!  I will program it for you.

2024 04 17  - agenda announcement.  Thursday  4/18/2024, we will conduct a Situation Report Net.

PLUS, during the net, we will have a DRILL 911 RELAY exercise.

The person making the drill 911 call request will be set up before the net. HOWEVER, we need any station to act as the drill 911 relay station. If more than one station volunteers, Control will pick the station.
The concept is that as the net is operating (this could include a Fire Net, etc...), a [drill] 911 relay request is made.  The net is temporarily paused and the [drill] 911 call is handed off to a volunteer who makes the [drill] 911 call (don't actually call during the drill).  While the [drill] 911 relay station is making the [drill] 911 call, the net continues its normal operations.
Then, later during the net, the drill 911 relay station advises control that the call has been done (don't actually call 911 for the exercise) ... then the normal net operations continue.
Thereafter, Cal Fire 20 will advise control when dispatch for the 911 [no actual dispatch TX because this was a drill] call has been transmitted over the Cal Fire frequency by Cal Fire.  Then, again, normal net operations continue. Thus, we are concurrently handling multiple traffic matters (e.g., situation reports, QWA procedure, and [drill] emergency traffic).

Please note that Control Stations, example, Fire Control, Triangulation, Mapping, Cal fire 20, Internet Winds, ...Camera, backup, Lookout stations, etc..., should NOT be the 911 relay station because that would stop the Net Operation which could be handling a wildfire. So it is imperative that stations not performing Net operations step up and volunteer.

Thank you.

USE OF HAM REPEATER - FIRE SEASON   4/10/2024

Ch 55 (is the ham repeater) and certain radios have CH 55 which gives those radios the ability to transmit on the repeater.

Ch 10 is the same frequency as Ch 55 but that Channel can listen only.

You may hear emergency traffic on Ch 10 (this is the Channel you can scan along with EROC 9).
IF you don't have CH 55, then listen and call 911 if necessary.
IF YOU HAVE CH 55 and hear emergency traffic on Ch 10), then please go to CH 55 and respond on frequency and handle the emergency traffic (e.g., call 911) even if you are not a licensed ham.
IF YOU HAVE CH 55 and are outside of your area (e.g., Village, Midway, Long hollow, Starlite, etc...) and have an emergency (e.g., serious auto accident / immediate safety of life .... ) call 911 by phone if you can. If you can't use the phone, then USE CH 55  AND ANY STATION IS TO RESPOND AND PROVIDE RADIO ASSISTANCE EVEN IF YOU ARE NOT A HAM.
IF YOU HAVE CH 55 and are outside of your area (e.g., away from Village, Midway, Long hollow, etc...) AND SEE A
